Registration Scheme for EU/EEA Nationals – Norway

Hassle-free visa processing for your travel needs.

Overview

EU/EEA nationals do not need a residence permit to live or work in Norway but must register with the Norwegian authorities if staying for more than three months. This applies to various categories including employees, students, family members, self-employed individuals, and those with sufficient means.

When completing your registration electronically, you will receive a personalised checklist based on your selected purpose. Below is a general guide outlining the typical documents required for different scenarios.

Documents Required

General Requirements for All Applicants

  • Valid national identity card or passport
  • All documents not in Norwegian or English must be translated by an authorised or certified translator, including the translator’s name and date of translation

Employee

  • Employment certificate (Ansettelsesbevis) or employment contract in accordance with the Working Environment Act
  • If working for a recruitment agency: Documentation of at least one specific assignment

Student

  • Confirmation of admission from an approved educational institution or upper secondary school
  • European Health Insurance Card or private health insurance
  • Personal declaration stating you have sufficient financial means

If under 18 years of age:

  • Birth certificate
  • Written consent from the parent(s) with parental responsibility, confirmed by a Notary Public
  • Certified copy of the photo ID of parent(s) providing consent
  • If only one parent is residing in Norway: Court order granting full parental responsibility or written consent from the other parent

Family Member of EU/EEA National

  • Documentation of family relationship (e.g. marriage or birth certificate)
  • Proof of the EU/EEA national’s basis for residence:
    • Employee: Payslips, employment contract, and/or employer confirmation
    • Self-employed: Preliminary accounts, income statement, VAT registration, invoices, contracts, etc.
    • Student: Proof of enrolment and declaration of sufficient funds
    • Own funds: Proof of sufficient financial means (e.g. pension or savings)

If the EU/EEA national is a student or has own funds:

  • Private health insurance valid for the next 12 months

If the family member is under 18:

  • Consent from the non-residing parent (Notary Public certified) and their photo ID
  • Parent must accompany the child during registration or provide written consent with valid ID
  • Documentation must be from the country where the marriage, birth, or family relationship occurred.

Self-Employed

  • Proof of self-employment through combinations of:
    • Transcript from Brønnøysund Register Centre
    • Customer contracts
    • Budgets/accounts
    • VAT documentation
    • Receipts or contracts for business premises, equipment, etc.
    • Invoices for services rendered

Person with Own Funds

  • Documentation showing sufficient funds to support yourself and your family (e.g. pension, savings, or assets)
  • Private health insurance or S1 certificate issued by the country disbursing your pension

Employee of a Foreign Enterprise (Service Provider)

  • Employment contract with your foreign employer
  • Documentation from the Norwegian client or EEA employer confirming the assignment and duration (must be temporary)

Au Pair

  • Signed employment contract with the host family (choose one of the following):
    • UDI Employment Certificate for EEA Nationals
    • Employment contract following the Working Environment Act
    • UDI’s cultural exchange contract (if adapted to EEA rules and includes working hours and payment details)

Photo Specifications

  • Provide one recent colour photograph (taken within the last 6 months).
  • The background must be light (white or off-white) to ensure facial features are clearly visible.
  • The photo must be of high clarity, with the face fully in focus.
  • The image must show a neutral expression with the full face visible.
  • No smilingno sunglasses, and no hats or caps are permitted.
  • Head coverings are only allowed for religious or cultural reasons, but the face must be fully visible.
  • The photo must be printed on standard photographic paper (camera print).
  • Attach the photograph to the visa application form using a paper clip (do not glue or staple).

If the submitted photograph does not meet these specifications, the application will be deemed incomplete and the applicant.

Visa service charges are separate from official visa fees charged by the consulate.
