Overview

Norwegian citizenship allows you to permanently become part of the Norwegian national community with all associated rights, such as voting, holding a Norwegian passport, and access to social benefits. From 1 January 2020, Norway permits dual or multiple citizenships. However, whether you can retain your current citizenship depends on the rules of your home country.

You can apply for Norwegian citizenship through various routes based on your current nationality, residence status, family background, or historical citizenship ties.

Eligibility

You may be eligible to apply for Norwegian citizenship if you fall under one of the following categories:

  • You are a long-term resident in Norway with a permanent residence permit or permanent right of residence.
  • You are a Nordic citizen giving notification of Norwegian citizenship.
  • You are a former Norwegian citizen applying to regain citizenship.
  • You are a child born before 2006 to a Norwegian father and seeking recognition.
  • You are a Norwegian citizen applying to retain your citizenship beyond age 22.

Additionally, you must meet the following general conditions (depending on your category):

  • Have legally resided in Norway for a certain number of years.
  • Hold a valid travel document.
  • Pass the Norwegian language and social studies tests (if required).
  • Have no serious criminal record.

Documents Required

For General Applications for Citizenship

Identity and Status Documents

  • Signed signature form from the Application Portal or completed application form
  • Original passport, Refugee Travel Document or Immigrant’s Passport
  • Copy of all used pages in current and previous passports
  • Birth certificate or ID card (if not previously submitted to Norwegian authorities)
  • List of time spent abroad (submitted via Application Portal)
  • Overview of planned travel abroad exceeding two months

Criminal Record

  • If 15 years or olderCriminal record certificate issued by Norwegian Police
  • If applicable: Written explanation if any document cannot be presented

Residency Status

  • If you do not have a permanent residence permit or permanent right of residence, you must submit all documents listed under those relevant checklists

Language & Social Studies (for applicants aged 18–67)

  • Certificate showing oral Norwegian test passed at minimum level B1
  • Certificate showing social studies test passed in Norwegian or the citizenship test

If Exemptions Apply (provide any of the following)

  • Official documents confirming previous education in Norwegian or Sámi
  • Transcript showing completed Norwegian or social studies at secondary or university level
  • Municipality exemption letter for language/social studies test

Special Circumstances

  • Declaration of relationship form (if married/cohabiting with a Norwegian citizen and residing in Norway under 7 years)
  • Explanation for name change, if applicable
  • Custody documentation and parental consent (for children under 18)
  • If planning to live abroad for work/study/treatment: Employer, university, or hospital documentation

Additional Categories (if applicable)

  • If previously issued a Norwegian passport without citizenship: Copy of passport + documentation of incorrect info
  • If competing as an athlete in a major championship: Proof of participation and nationality requirement
  • If household member of foreign mission or military: Employer confirmation showing location and period
  • If researcher with leading academic role: Employer documentation and collaboration details
  • If family of researcher: Proof of relationship
  • If descendant of Kola Norwegians: Proof of heritage and past residence permit
  • If spouse/partner of Kola Norwegian descendant: Proof of relationship prior to arrival in Norway

For Nordic Citizens Giving Notification

  • Signed signature form from the Application Portal or completed application form
  • Copy of passport
  • If 15 years or older: Criminal record certificate issued by Norwegian Police
  • UDI’s checklist, completed and signed

For Former Norwegian Citizens Reapplying

Personal Documentation

  • Application form
  • Original passport, Refugee Travel Document or Immigrant’s Passport
  • Birth certificate or ID card
  • If 15 years or older: Criminal record certificate issued by Norwegian Police
  • If applicable: Notification of criminal offences form for crimes committed abroad
  • Proof of date you became a citizen of another country
  • If relevant: Explanation for any missing documents
  • UDI’s checklist, completed and signed

If Norwegian by Birth

  • Proof of former Norwegian citizenship (e.g. old passport)
  • Travel history to Norway before turning 22

For Applicants under 18

  • Custody documents from official authority
  • Consent and ID from both parents
  • Consent from child (if over 12 years old)

For Children Born Before 2006 to Norwegian Fathers

Same requirements as “Former Norwegian Citizens” above, including:

  • Application form
  • Original passport, Refugee Travel Document or Immigrant’s Passport
  • Birth certificate or ID card
  • If 15 years or older: Criminal record certificate from Norwegian Police
  • If applicable: Notification of criminal offences form
  • Proof of citizenship in another country
  • If Norwegian by birth: Old Norwegian passport and travel documentation to Norway before age 22
  • If relevant: Written explanation for missing documents
  • Consent from both parents and child (if over 12)
  • Custody documentation

For Retaining Norwegian Citizenship (after age 22)

Personal Documentation

  • Copy of your newest passport(s) for all countries you hold citizenship
  • Birth certificate
  • Signed signature form from the Application Portal or completed application form
  • UDI’s checklist, completed and signed

Parental Documentation

  • Copy of Norwegian passport of the parent from whom citizenship derives
  • Birth certificate of the Norwegian parent
  • Copy of their residence/work permit from the country where they live
  • Marriage certificate of the parents

Additional Scenarios

  • If you are only a Norwegian citizen: Document from foreign authorities showing you are not a citizen of another country
  • If you’ve lived in Sweden, Denmark, Iceland or Finland: Documents showing duration of stay
  • If applying after turning 22: Provide documentation explaining the delay

Photo Specifications

  • Provide one recent colour photograph (taken within the last 6 months).
  • The background must be light (white or off-white) to ensure facial features are clearly visible.
  • The photo must be of high clarity, with the face fully in focus.
  • The image must show a neutral expression with the full face visible.
  • No smilingno sunglasses, and no hats or caps are permitted.
  • Head coverings are only allowed for religious or cultural reasons, but the face must be fully visible.
  • The photo must be printed on standard photographic paper (camera print).
  • Attach the photograph to the visa application form using a paper clip (do not glue or staple).

If the submitted photograph does not meet these specifications, the application will be deemed incomplete and the applicant.
