Permanent Residence Visa – Norway

Overview

Permanent Residence Visa allows non-EU/EEA nationals living in Norway to stay indefinitely and enjoy enhanced rights, including access to loans, education, and protection from expulsion. Unlike temporary permits, a permanent residence visa does not need to be renewed and is a step towards Norwegian citizenship.

Who Can Apply

You can apply for a Permanent Residence Visa if:

  • You have lived continuously in Norway with valid residence permits for at least the last three years.
  • You are planning to settle in Norway long-term.
  • You meet the requirements related to residency, language skills, social studies, and income/self-support.

Eligibility

Eligibility criteria vary slightly by age group but generally include:

  • A valid residence permit as the basis (e.g., family immigration, protection, work).
  • Completion of mandatory Norwegian language tuition and social studies tuition, or exemptions if educated in Norway.
  • Demonstrated ability to support yourself (minimum income thresholds apply).
  • Clean criminal record.
  • Continuous residence in Norway over the past three years (with limited allowance for short absences).

Documents Required

All Applicants (General Requirements)

  • Signed signature form from the Application Portal (or application form).
  • Copy of all used pages in all passports or travel documents from the last three years.
  • List of time spent abroad during the last three years.
  • UDI’s checklist, filled out and signed.

Applicants Aged 18–66

Proof of Finance

If your income in the past 12 months was more than NOK 310,070:

  • Proof of income from one or more sources:
    • Employment
    • Self-employment
    • Pension or regular payments
    • NAV benefits (e.g., parental or disability)
    • Student grants or loans
    • Introduction benefit

If your income was less than NOK 310,070, provide:

  • Valid justification (e.g., full-time student, illness, disability, apprenticeship)
  • Proof of full-time work with legal minimum wage (if applicable)

Language & Social Studies Requirements

  • Proof of completed Norwegian language tuition and passed oral test (minimum A1)
  • Proof of completed social studies tuition and passed test
  • Or official exemptions based on Norwegian education

Additional Documents (If Applicable)

  • Name change explanation
  • Family immigration permit: declaration of relationship, spouse’s documents
  • Visitation-based permit: visitation agreement and compliance statement
  • Skilled workers: employer confirmation if abroad over 7 months, pay slips, UDI job offer form
  • Notification of criminal offences (if applicable)

Applicants Aged 16–17

  • Parental custody documentation
  • Signatures from both parents
  • Language & Social Studies documentation (as above)
  • UDI’s checklist, filled and signed

Applicants Aged 1–15

  • Custody documentation from an official authority
  • Signature from both parents
  • Confirmation from school of mandatory schooling
  • UDI’s checklist

Applicants Under 1 Year Old

  • Custody documentation (if applicable)
  • Signature from both parents
  • UDI’s checklist

Applicants Aged 67 or Older

  • General documentation (passport, signature form, time abroad, checklist)
  • Name change explanation (if applicable)
  • Family immigration supporting documents (if applicable)
  • Employer/travel documentation (if previously a skilled worker)
  • UDI job offer form and pay slips (if required)
  • Notification of criminal offences (if applicable)

Photo Specifications

  • Provide one recent colour photograph (taken within the last 6 months).
  • The background must be light (white or off-white) to ensure facial features are clearly visible.
  • The photo must be of high clarity, with the face fully in focus.
  • The image must show a neutral expression with the full face visible.
  • No smilingno sunglasses, and no hats or caps are permitted.
  • Head coverings are only allowed for religious or cultural reasons, but the face must be fully visible.
  • The photo must be printed on standard photographic paper (camera print).
  • Attach the photograph to the visa application form using a paper clip (do not glue or staple).

If the submitted photograph does not meet these specifications, the application will be deemed incomplete and the applicant.
